You should have some legendary scrip before you head towards the legendary location. Purveyor Murmrgh, one-mole rat, does not accept caps. You don’t need to know how to get legendary scrip. Just feed your legendary items to one of Fallout76‘s legendary exchanging machines. These machines are usually located near or in front of train stations.
Once you have some famed scrip, head to Berkeley Springs in the Mire area. You can find the Berkeley Springs Station to your southeast. To get closer, you can follow the tracks that run through the town. It is one of two buildings that still exist and has a broken Berkely Springs Station sign. The other depot is a smaller one.
Once you have reached the building, remove the planks that block the entrance and enter. You will find Purveyor Murmrgh’s shop. This is the location in which you can exchange your legendary coins for other legendary items. Remember that items from Fallout76‘s legendary seller are random.
